Verdict

Despite both being licensed to transportation agencies and often shortlisted together, INRIX and StreetLight Data answer different questions. INRIX's core strength is real-time and historical roadway traffic speeds, incidents and parking availability, aggregated from connected vehicles, mobile devices and road sensors — it tells you what is happening, or has happened, on a specific stretch of road right now or recently. StreetLight Data builds origin-destination and mode-of-travel metrics — vehicle, bike and pedestrian volumes, trip purpose, route choice — from anonymized mobile location and connected-vehicle data, which tells you about travel patterns and behavior across a study area rather than live road conditions.

In practice they often get used together rather than instead of each other: INRIX for current network state and incident response, StreetLight for the origin-destination study that justifies a planning decision.
