Verdict
IBM Apptio Cloudability and Vantage both ingest AWS, Azure and Google Cloud billing data to provide cost allocation, budgeting, anomaly detection and rightsizing recommendations — the reporting job is largely the same. What separates them is how you buy and who they're built for. Cloudability is quote-based and typically scales with managed cloud spend, positioned for mid-to-large organizations formalizing a shared finance-and-engineering FinOps practice, now operating under IBM's Apptio portfolio after IBM's 2023 acquisition. Vantage is the outlier in this category for publishing actual dollar tiers gated by monthly tracked cloud spend, with a genuine free Starter tier for small accounts, letting an engineering team self-onboard and evaluate before any sales conversation happens.
Choose Cloudability if

Vantage's transparent tiers are capped by tracked spend amount, and an Enterprise tier above that reverts to a custom quote anyway — so at large scale, the pricing transparency advantage narrows, and the choice comes down more to platform depth and existing vendor relationships than to price.
