It has been the long-standing standard in government, utilities and land-use planning, offering the deepest and most established spatial analysis toolbox of any platform on the market. Licensing is organized by named user type -- Viewer, Creator, Professional and others -- each bundling an allowance of credits used for storage, analysis and imagery processing, with self-hosted ArcGIS Enterprise available for organizations that cannot put spatial data in the cloud.
