Sievo and SpendHQ both skip the transaction layer entirely: neither processes purchase orders or invoices, and both are meant to be deployed on top of a company's existing ERP or source-to-pay system to make sense of the spend data it already contains. That makes them a lighter commitment than a full suite like Coupa or JAGGAER, and a more direct comparison against each other than against those suites.
